DFARS 245.602-1 Inventory Disposal Schedules
Clearance Officers use disposal schedules to accomplish where GFP has been dispersed, whether or not GFP can be diverted to another job after its originally designated official use, review the contractor’s historical and projected use of the material, decide if GFP is currently in inventory and decipher if the GFP meets the expectations of the contractor.
DFARS 245.602-3 Screening
Property is screened agency-wide. The furnishing agency possesses priority for retention. All screening must be completed before any sale of GFP. Such includes GFP housed on foreign contracts.

DFARS 245.602-4 Sale Of Surplus Personal Property
The best-value sales approach considers cost, risk and benefit. Bids will be solicited by the contractor at the urging of the Clearance Officer. An invitation to bid is issued if competition is present, sources are solicited and informal bids are put in writing. Clearance Officers will evaluate bids to determine if the sale price is fair and reasonable, approve award to that bidder who is most advantageous to the government (usually the highest price) and notify the bidder in five (5) days after receipt of bids. Sales can also be negotiated if it is advantageous to the government.
Government furnished property is essentially everything within a government installation that isn’t yours or somebody elses. If you have ever worked for or with the government you know what that means. For example, the laptop on your desk belongs to the government, but the plants, lamps and water bottles you bring in for yourself are still yours. It could also include weapons, ships or heavy machinery in some instances.
