Why am I sharing this? Because both the CO as well as the perspective and current contractor need to be concerned about more than just a signature upon a standard form. Understanding the steps taken to the award decision will aid in the manner of preparation in which communication and proposals are handled.
DoD possesses the authority to use J&As in unusual and compelling urgencies, MIPRs or interdepartmental purchases, advance MIPRs or unfunded BPAs, expanded use of the GPC, unsolicited job orders to vendors on Master Agreements, purchases without proper evaluation, neglect to properly disposal of or storage of hazardous weapons/materials, deny statutory acts and regulations, disobey rights set forth within federal and agency regulations pertaining to technical data, forgo proper communication with foreign nations regarding duty-free purchases, not provide payment requests and an expanded perimeter of mortuary services during a pandemic.
The government grants their COs leeway to conduct their job in a satisfactory manner in the face of unusual circumstances.
I worked at the FSS program within the VA during COVID-19. We made significant changes to various aspects of contracting to do our best to support the federal medical system amidst the outset of a global pandemic. Of course, proposals dealing with pandemic related activity were specially marked and sent to their own inbox, pricing was structured differently to account for the commercial practices that were granting medical personnel increased wages and signing bonuses and special announcements were made to grant notification of what was currently available in a contract vehicle.
Understanding the situation at hand can pay dividends when submitting content for proposals or modifications. Usually, the rule of thumb is to not have to do more than you actually have to.
