Just as with my Quick Hitters on the FAR and GSAR, my Quick Hitter series on the DFARS is meant to simplify contracting business with the government. This time with DoD.

This Quick Hitter series has referenced both the sterling reputation and distinct advantages that DoD possesses as one of the premier contracting entities in the entire world. Another one of those advantages is interagency acquisition (primarily through GSA).

DFARS 217.770 (a)(1-4) sets the foundation of consideration for the CO/KO. They must take into account whether or not such a buy can meet the customer’s requirement(s), if a schedule exists or if one must be created, cost effectiveness (if any additional fees are associated with a non-DoD contract) and contract oversight (outside of DoD).

This PGI focuses upon the concept of cost effectiveness.

The servicing agency must notify DoD of the contract vehicle (DoD or other agency), identify all cost-fees associated with the purchase and receive permission from the designated authority within DoD.

Supporting agencies must also determine if the supplies/services fall within the scope (DFARS 217-770(b), review and use appropriate funding (DFARS 217.770(c) and collect/report data in accordance with DFARS 204.6 (DFARS 217.770(d).

Being allowed to assist DoD is a privilege that not every agency is selected for. Such displays the contracting prowess of the department or agency chosen to aid the mission(s) of arming the warfighter and protecting the taxpayer.

DoD takes precautionary measures in protecting their regulations and funding. Constant communication is the primary tactic of their success regarding this endeavor.

Being thorough is what made me respected by my management as well as by my assigned vendors. I made sure my vendors had all the answers. That way they didn’t have to contact my Branch Chief to discuss poor customer service or to obtain a decision above the knowledge-base of their assigned CO. Being thorough pays dividends. Otherwise you’re simply a paper clerk seeking a signature.

Unless you are selling animals at a sale barn or purchasing items at an auction house, you do not want to work with that if you do not have to. After all this is contracting, and you are not assigned a Clerking Officer. You deserve a knowledge commiserate with the pay grade.
