COs give 30 days CONUS/45 days OCONUS to vendors to respond to solicited solicitations. If out for less than 30 days and only one offer is submitted, the CO must give an additional 30 days to create competition.
Competition need not be sought if the buy is below SAT, disaster relief, set-asides, buys under the umbrella of science and technology, A&E buys, customized commercial goods or services and straight COTS buys. This is due to either a low dollar amount or specialized companies who are equipped to help the warfighter.
This gives you a glimpse into why the Department of Defense is widely considered to be the world wide best when it comes to contracting for goods and services.
