GSAR 571.102 Purpose
The GSA pilot program is instituted to introduce new technology to the federal sector. It’s a watered down version of an agreement governed by the FAR and agency supplements.
The core foundation of the program is to use a solicitation containing minimum corporate and technology information, a fast-tracked selection process, simplified administration and requirements and a preference for the vendor to retain intellectual property.
