Just as with my Quick Hitter series on the FAR, my Quick Hitter series on the GSAR is meant to simplify contracting business with the government. This time with GSA.
GSAR 542.302 Contract Administration Functions
Functions, duties and responsibilities are assigned to an office and their personnel. The process can be in whole or separated into parts with established groups inside said office setting. More then one CO may touch a single project. On the flipside, one CO may complete an entire project by his or herself.
Such assignments are determined by complexity, proximity to the place of performance and the availability of resources.
Assignments also are constituted by quality control and the necessity of various analysis. Such can be deligated by an additional single CO or a team of COs. Same with COTRs and CORs. A SPE can authorize greater functionality in the team with other types of SMEs. All are credentialed with access to the contract file.
At the VA’s FSS CAO, we were broken up into groups of medical supplies, medical services and pharmaceuticals. Some of those teams were further broken down. We also had a team overseeing compliance by contractors, quality of contracts as well as improvement and modernization of administrative processes. Each team had a Chief. Members of his or her team consisted of a Team Lead, Senior Contract Specialists, Journeyman Contract Specialists and Contract Specialists.
The Team Lead performed what was called triage as they did intake for incoming business proposals. They then assigned proposals to team members who performed their duties and sent their decisions up the chain for cursory review. The Chief had final sign-off. We had a layered review process which culminated in each tier signing off. Therefore, all PNMs and MFRs had three signatures. Our projects were at minimum $225,000 each. They were routinely in the millions of dollars. Occasionally, we had some in the billions.
I have a thorough understanding of how to navigate this process. I know what each layer of the review team looks for in the field of federal contracting not just the FSS.
