GSAR 541.204 GSA Area-Wide Contracts
This is basically a schedule for utilities contractors. Initially, there may only be one because utilities buys are subject to nearest geographic location. Whole or parts of such contracts may be competitive after initial award.
Due to its nature, decisions are not bilateral.
Review GSAR 541.2 if you are looking at utilities in a federal capacity.
