GSAR 525.1070 Purchases Using Department of Defense Appropriated Funds
GSA prides itself in buying from American companies. They also have been granted the privilege of buying for other agencies. When they work for DoD, there’s a law for that.
It’s called The Berry Ammendment. COs at GSA are responsible for appropriate application.

This pretty much says that COs must purchase from American companies when using military money unless, you guessed it, exceptions.
