Just as my Quick Hitter series on the FAR, my Quick Hitter series on the GSAR is meant to simplify contracting business with the government. This time with GSA.
GSAR 522.5 Use Of Project Labor Agreements For Federal Construction Projects
PLAs are a requirement at GSA. Submission may be mandatory for all offerors, the apparent successful offeror or the awardee prior to the issuance of the start notice for the build (FAR 22.505).
A large-scale project is $35M or more (FAR 22.502) and needs a PLA regardless of agency, but of course there are exceptions (FAR 22.504) unless you work for GSA. Then they’re a must.
PLAs essentially hold contractor labor under a union umbrella throughout the duration of the federal project. It ensures they get paid fairly, our privy to satisfactory working conditions and are not subject to strikes or lockouts.
Apparently, you cannot embed the federal register on this platform.
I have not yet done construction contracts, but I’m willing to utilize my consulting platform as an opportunity to learn. It’s definitely a completely different animal. One that I desire to slay.
