Quick Hitter: GSAR Part 515

Just as with my Quick Hitter series on the FAR, my Quick Hitter series on the GSAR is meant to simplify contracting business with the government. This time with GSA.

GSAR 515.3703-4 Notification Of Award

The CO must send a notification letter and evaluation statement to both those who are eliminated (GSAR 515.3703-3) and those who are awarded. What’s in a NLES, and what does your CO need to do?

The document is an unredacted project specific manditory piece automatically submitted to each company who supplied a proposal that must include all evaluation criteria and level of weighted significance (think tradeoffs), rating for each evaluation factor (think adjectival, colors or numbers), a narrative of strengths and weaknesses of the submission, technical rating (by a SME with appropriate and applicable KSAOs), ranking order of proposal, how proposed price ranked, ranking of profit margin, an opportunity to have a face-to-face meeting and an opportunity to have a Q&A via email exchange with the evaluation team.

Your CO must prepare one of these documents for each offeror, include a legal review of the submission and ensure all acquisition regulations are met.

This document is useful to offerors and awardees because they will not only understand how they compare to others that submitted proposals, but they will also understand where and if their proposal strategy has holes or deficiencies.
