Just as with my Quick Hitter series on the FAR, my Quick Hitter series on the GSAR is meant to simplify contracting business with the government. This time with GSA.
GSAR 507.7103 Business Cases For GWACs
The CO must create a business case or justification to establish a GWAC 18-24 months before the anticipated decision to award.
They must notify the SBA, appropriate category manager and OSDBU as an acquisition review may be conducted at multiple levels and agencies.
The business case must include at the very least a title page introducing the GWAC, names of the departments/agencies involved in the contract’s project flow, the scope of the contract, the spend categories of the contract (the color of money(, the contract value and breakdown of spend, the contract tier as designated in GSAR 507.7101, identification of existing contracts, contract/order type along with PSC/NAICS codes, synopsis of the GWAC, any miscellaneous information pertinent to the acquisition and POC information.
The SBA will accept or reject the CO’s justification.
Remember, a GWAC is an IDIQ contract for IT contracts. Think of it as one contract with multiple vendors offering multiple items at various but competitive prices.
I’ve never written one of these business cases, but I have worked on the VA‘s medical schedules. This is what your CO at GSA will do before any GWAC is awarded.
Just as you have to write a proposal to answer their solicitation they have to basically write a proposal so they can do what they want to.
