GSAR 506.304 Approval Of The Justification
A CO can suggest a class justification if a procurement or series of procurement is to be awarded on perimeters other than full-and-open competition.
The approved request must be submitted to the SBA and then they will forward the information to the U.S. Trade Representative. Approval of such a request can be granted by the CO or approving official for contracts up to $750k. if the buy is more than $750k, but less than $75M then an approval must be granted by the approving official, Head of Contracting Authority or the Contracting Executive. If the contracting project(s) is over $75M then approval must be sought from the approving official or GSA Senior Procurement Executive.
Think exception.
Here’s an example of one.
A J&A may provide more of a guarantee for an award. However, just because your CO applies for one doesn’t guarantee an approval, but it can’t hurt them to request on your behalf.
