This series of FAR summaries is meant to take a meaningful portion of the Federal Acquisition Regulations to ensure an easy-to-understand approach to maintain that readers comprehend the process of doing business with the government and that the government exercises a fair and reasonable approach to doing business with the general public.
FAR 45.102 Policy
FAR 45.102(a) clearly states that the awardee is to furnish all property available to finish the contracted project. Contracting Officers are only to provide government furnished property when it is in the government’s benefit (FAR 45.102(b)(1). This pretty much sums it up even though there’s a few more recommendations. Unwillingness for the contractor to provide their own property is not reason enough for the government to help you out (FAR 45.102(c)).
For example, if the government has something lying around that will allow a company to finish the job faster and better then they may loan you a particular piece of equipment. Another example would be that if you work for the government then they will furnish you a laptop and a telephone.
You cannot expect the government to bail you out to finish a project but they may introduce you to a new tool that may make it easier or faster. You can always ask though.
I have never directly contracted in terms of using government furnished property. However, the VA Acquisition Academy did introduce the concept both in study and simulation.
