This series of FAR summaries is meant to take a meaningful portion of the Federal Acquisition Regulations to ensure an easy-to-understand approach to maintain that readers comprehend the process of doing business with the government and that the government exercises a fair and reasonable approach to doing business with the general public.

FAR Part 41 Acquisition Of Utility Services

You think the government’s so much different than you? They use the same utilities services available to the common man.

Per FAR 41.701(a)(1-5), the government buys electric service, water service, steam service, sewage service and natural gas service.

GSA oversees these purchases (FAR 41.103)(a) but delegates to DoD for military installations (FAR 41.103(a)(2), DOE for utility services and electric services for uranium installations (FAR 41.103(a)(3) and the VA handles connection charges (FAR 41.103(b).

Per FAR 41.204, the government mostly uses government area wide contracts because utility companies cover a territory. Usually, the closest company gets noticed.

The government even checks the monthly rate just like you (FAR 41.402).

This is pretty cut-and-dry. The government pays for utilities just like everybody else but has to create a massive paper trail called a federal contract to do it. They just can’t throw an envelope in a slot of a building because spending is tracked for purposes of appropriations and to understand how the government has spent taxpayer dollars.

In a kind of way, the government does run The White House like the Smith house but you can’t track a debt that way. However, as for utilities, there are a lot of similarities. Maybe you could use this information in your attempt to persuade either the first lady, or the veiled lady, to finally build a replica of the oval office in your basement!
