FAR 22.1008-1 Obtaining Wage Determinations
Your Contracting Officer has to grab wage determinations from SAM.gov for services contracts to ensure service providers get paid at least a proper minimum hourly wage. Keep in mind the CO is not cross-referencing the fully-loaded proposed rate. You would be shocked how many offerors do not show a worthy minimum wage. I don’t think that is on purpose. I just think they don’t know where to look. Check the combo box on SAM.gov and throw in the place of performance on a buy or the highest cost-of-living locality on schedule proposal and look for the job series. You will help your CO if you imclude these for each proposed line-item in your proposal. The government will check this!
If the job series isn’t shown then your CO will have to get the information by submitting an E98 form to DOL.
A minimum hourly wage equal to or higher than what is calculated by DOL for each proposed service provider is needed for an award decision.
