FAR 8.002 Priorities For Use Of Manditory Sources
Except buying off schedule (FAR 8.4), the government has a priority list that Contracting Officers are supposed to set-aside for when purchasing supplies and services to operate inside federal agencies.
Supplies
Do we have any laying around? Does anybody else have any laying around? Do prisoners make it? Do people with disabilities make it? Does GSA have it?
For the first two think office technology like phones, laptops or printers. For FPI think plaques or office furniture. For the blind or disabled think pens or military uniforms. For GSA think everything else.
Services
Can the blind or disabled do it? If not, who else can?
When most think Ability One they think vending or cafeteria sales in federal buildings.
Federal contracting is stimulated by cross-sections of the general population passed over and looked past by a portion of the general public and they do their part serving our nation’s government in ways supported by the entire country and the prisoners and the blind and severely disabled perform quite admirably I might add. I used their products and consumed their serviced goods daily.
Thinking outside the box is an advantage when submitting proposals to the federal government. My leadership knew I always did. Sometimes they rolled their eyes at me. What? I like to find new ways of doing things because I get bored.
