Quick Hitter: FAR Part 5

This series of FAR summaries is meant to take a meaningful portion of the Federal Acquisition Regulations to ensure an easy-to-understand approach to maintain that readers comprehend the process of doing business with the government and that the government exercises a fair and reasonable approach to doing business with the general public.

FAR 5.207 Preparation And Transmittal Of Synopses

Advertisement of federal opportunities isn’t because the government is nice. It’s because the government is fair. FAR 5.202 lists exceptions of when you won’t see one posted on a government platform. Examples include but are not limited to national security risk and unusual and compelling competition.

Each synopsis uploaded to SAM.gov includes the same information. Synopses of solicitations displayed upon the required government platform show the following:

-Date

-Year

-Contracting Office Zip Code

-Product/Service Code

-Contracting Office Address

-Subject

-Proposed Solicitation Number

-Closing Response Date

-Contact Point/Contracting Officer

-Contract Award/Solicitation Number

-Contract Award Dollar Amount

-Line Item Number

-Contract Award Date

-Contractor

-Description

-Place Of Contract Performance

-Set-Aside Status

The template is on the GPE for your CO. They will give a description useful to each potential offeror to make an informed business judgement as to request or download a copy of the solicitation in order to submit a proposal.

Synopses of award (FAR 5.302) are displayed in a similar format.

In the FSS we synopsized our awards to FedBizOps and then SAM.gov through eCMS for each award.

The vast majority of business opportunities and contract awards are made public on SAM.gov. It’s worth your hunting to understand the landscape of your business within the arena of the federal government. There are also AI tools popping up to do this for you.
