FAR 4.403 Responsibilities Of Contracting Officers
The Contracting Officer reviews all proposed solicitations in accordance with the FAR and agency supplements to authorize the sharing of classified information from the government with the offeror or contractor during any point of the project up to project completion. The NISP manual is consulted to make such a decision.
It is the responsibility of the Contracting Officer to ensure that principles set forth by the NISP are followed and appropriate contract language is inserted.
The NISP is in place to protect national security providing safeguards for both government and industry. Instruction for declassification is also housed in the manual. DoD, DOE, NRC, ODNI and DHS are designated security agencies and each uphold specific responsibility within the NISP. Whereas the Defense Counterintelligence and Security Agency uphold responsibilities on behalf of DoD but DoD is the executive agency of the NISP.
This standardization was initiated by President Bush in 1990 and adapted as necessary. Our nation spends approximately $10.52M a year to uphold this initiative.
It’s obvious I’ve never awarded one of these things as a Contracting Officer but I have seen one. They look like a makeshift coloring book that a toddler experimented on with permanent marker. The released version used to satisfy requirements to notify the general public of federal spending is filled with redactions.
