eSRS: What Is It? How Do I Do It?

If you have a sub-k plan then you have to know this. There’s no getting around it. Your primary POC can do it but if you designate it then just share your login. That’s free advice. Thank me later.

This database is a one-stop-shop for analytical data concerning sub-k plans for agencies and contract shops. How are contracting dollars being spent within small business concerns? Senior Execs want to know. What is/is not being accomplished within sub-k plans? DOCs will need to understand. Not to mention the President and our Congress.

What Do I Need?

– -approved sub-k plan

-UEI number (no more DUNS!).

-Signatory Authority Form

-POC information.

-Agency/agencies of award.

-Products/Services & NAICS Codes.

-Sub-k spend by category found in plan).

-Sales reports for contract(s) & agency(ies).

-Federal official responsible for review (Micole Stephens in FSS at the time of this post).

How Do I Do It?

-Go to http://www.esrs.gov.

-Use login.gov account.

-Select “New Summary>Subcontract Report.

-Click on SSR quick link.

-Click on “Review Reports” on the navigation bar.

-Click on “Summary>Subcontracts” on the dropdown.

-Click “Add New” to start a new report.

-Select appropriate agency.

-Select plan type (individual/commercial). Cross-reference plan or check with your CO. Get this right!

-Answer questions in sequence.

-UEI pre populates corresponding info.

-Choose auto-fill!

-Date Submitted is date submitted at top of plan NOT when completed/signed. Revise when/if necessary!

-POC information is the person who both answers questions AND accesses the system for your company.

-Reporting will always be 10/30 because it is the federal fiscal year (neglect plan period here).

-Enter product information (short schedule name) with corresponding NAICS Codes.

-Enter award amounts for each category. Data corresponds with fiscal year of the federal government.

-Maintain self-certification of each small business type whose dollars are included in the plan. You may be audited by the SBA.

-Submit business conducted with various types of VOSBs unless you have a VA FSS contract.

-Select agency that will review/approve report.

-Provide remarks if percentage goals aren’t met or have zero dollars.

-Enter CEO information.

-Keep a copy of the signed SSR!

-Use tips for ISR if applicable.

This task is usually kept in-house but can be consulted out. It may be wise to start compiling your information now. September is quickly approaching.
