Finding Buys Or Using Your MAS Vehicle To Serve The Government

Whether you are seeking to sell your product to the government on their buy or use your multiple award vehicle as a platform, Uncle Sam solicits for information and business.

Information

They may be seeking intelligence to conduct market research to establish fair and reasonable perimeters for purposes of negotiation. In this case they would put out a request for information (RFI) or a request for quote (RFQ).

RFIs consist of general information like a product brochure but not a blueprint. RFQs consist of a final price or pricing breakdown. These are examples of what are called pre-solicitation notices.

Buys

The government may also be advertising opportunities to solicit what it wants. You can complete a proposal based upon what’s out on the street or use your MAS vehicle so you don’t have to start from scratch.

Miscellaneous

You can also find sole-source opportunities. These are buys that only seek justification for a single company to be awarded due to specific government requests or proprietary information which are signed off on. Think wartime or pandemic. This compared to full-and-open competition. In the case of sole-source, there is no competition.

You can also find awardees on federal solicitations. Thus, if you bidded on a project and received what the government refers to behind closed doors as the loser letter, you can find out who won. It’s also a great way to hunt for teaming arrangements or sub-contracting opportunities.

Now you know where the treasure is found. I spent almost 10 years clarifying, analyzing and negotiating proposals which morphed into business deals which I also oversaw. Just finding them is half the battle. I know exactly what your CO wants whether it is a straight buy or MAS contract vehicle.
